 AUTHORIZATION OF JUNIOR ROTC

The enactment of Public Law 88-647 and codification in Title 10, U.S.C., Sec. 2031 authorized the military service secretaries to commission Junior Reserve Officers' Training Corps (JROTC) units at secondary schools that meet established criteria.  Accordingly, the Secretary of the Navy has authorized the CMC to establish Marine Corps Junior Reserve Officers' Training Corps (MCJROTC) units throughout the United States. 

PURPOSE OF MCJROTC

The purpose of the Marine Corps Junior Reserve Officers’ Training Corps program, commonly referred to as “Junior ROTC,” is to instill a value of citizenship, service to the United States, personal responsibility, and a sense of accomplishment.  It does not seek any particular commitment to the military.  The current legal basis for Junior ROTC is Section 2031 of Title 10, United States Code.  That section is implemented by the Department of Defense.  The governing directive, 1205.13 “ROTC Program for Secondary Educational Institutions,” is dated June 16, 1982.

The Department of Defense funds and sponsors JROTC through the Secretaries of the Military Departments.  MCJROTC is funded and sponsored through the Office of the Secretary of the Navy.  Legally, the JROTC program offered in a high school must be no less than three years. Each year of the program contains 180 hours of leadership instruction and application.  The program may extend over four years.  Your program meets these requirements. Similar programs are conducted nationwide by the other three military services.

MISSION OF MARINE CORPS JUNIOR ROTC:

1.   Develop informed and responsible citizens.                                                              

2.   Develop leadership skills.

3.   Strengthen character.  

4.   Promote an understanding of the basic elements and requirements for national

security.  

5.   Help form habits of self-discipline.                     

6.   Develop respect for, and an understanding of, the need for constituted authority in a democratic society.


CBHS Marine Instructor Professional Bio:


Sergeant Major Howard was born in Baltimore, Maryland. He enlisted in the Marine Corps on 11 April 1988 and attended recruit training at the 3rd Recruit Training Battalion, M.C.R.D. Parris Island, South Carolina.  Upon completion, he received training at the Infantry Training Battalion at Camp Pendleton, California, where he received the MOS 0331 Machine gunner.

Following ITB, Private First Class Howard reported to Marine Barracks, Pearl Harbor, Hawaii, where he served as a Marine Security Guard with Guard Company Wahiawa at NAVCAMS EAST PAC, Schofield, Hawaii. 

In October 1990, Corporal Howard was transferred to the 2ND Marine Division, where he served with Company B, Weapons Platoon, 1ST Battalion 8TH Marines.  There he served as a machinegun team leader and was deployed in November 1990 to Saudi Arabia and Kuwait to support OPERATION DESERT SHIELD and OPERATION DESERT STORM.

In May 1991, Corporal Howard was reassigned to 2ND Battalion, 4TH Marines.  There he served as a machinegun team leader for the heavy machinegun platoon.  Later that same year, Corporal Howard was reassigned to Company C, 1ST Battalion, 6TH Marines.  There he served as a machinegun team leader with the weapons platoon and later was reassigned to the battalions Scout Sniper Platoon as a team leader.

In June 1993, Sergeant Howard attended the Basic Security Guard School at N.S.G.A. Chesapeake, Virginia.  Upon graduating, he was assigned to the Marine Security Guard Detachment, Patuxent River, Maryland.  There he served as the commands third guard section leader. 

In September 1994, Sergeant Howard was transferred to the Marine Ground Self-Defense Force, Rodman Naval Base Panama Canal.  There he served as the second squad leader and participated in OPERATION SAFE-HAVEN in the Panama Canal region.

In May 1995, Sergeant Howard was transferred to the Fleet Anti-Terrorism Security Team Company, where he served with the 2ND Platoon as a section leader, platoon guide, and close-quarters battle team member.  During his tour with F.A.S.T. Company, he deployed on numerous occasions in support of various security operations and the Mid-Atlantic to interdict a Chinese Freighter during OPERATION MARATHON in the Bermuda Triangle region.   

In November 1997, Staff Sergeant Howard was transferred to the 2ND Marine Division, where he served with Weapons Company, 2ND Battalion, 8TH Marines.  There he served as the Combined Anti-Armor Team (C.A.A.T.) Platoon Sergeant, Scout Sniper Platoon Sergeant, and the Maritime Special Purpose Force (M.S.P.F.), Security Platoon Sergeant. 

During his tour, he also participated in the interdiction OPERATION RAPID CHEETAH in Kosovo, Yugoslavia.

In May 2002, Staff Sergeant Howard was transferred to the 3RD Marine Expeditionary Forces, where he served with the 3RD Special Operations Training Group (S.O.T.G.).  There he served as a Dynamic Assault (CQB), Dynamic Entry (Breacher), Helicopter, Rope, Suspension Trainer (H.R.S. T), Security Element, and Visit, Board, Search, and Seizure (V.B.S.S.) Instructor.

In May 2005, Gunnery Sergeant Howard was transferred to the 2ND Marine Division, where he served with Company A, 1ST Battalion, 9TH Marines.  There he served as the Company Gunnery Sergeant.

In February 2006, First Sergeant Howard was reassigned to 2ND Tank Battalion.  While there, he served as the Company First Sergeant for Company C.  In October 2006, he deployed to Iraq in support of OPERATION IRAQI FREEDOM in Fallujah, Iraq.

In July 2007, First Sergeant Howard was reassigned to the Marine Special Operations Command (MARSOC).  There he served with the 2ND Special Operations Battalion (2nd M.S.O.B.), as the Headquarters and Service Company, and Marine Special Operations Company G, First Sergeant.  In November of 2009, he deployed with M.S.O.C. G, to Western Afghanistan in support of OPERATION ENDURING FREEDOM in Herat, Afghanistan.

In June 2010, Sergeant Major Howard was promoted to his current rank and assigned to Recruiting Station San Francisco, where he served as the Recruiting Station Sergeant Major.

In May 2013, Sergeant Major was transferred to the 2ND Marine Division to serve with the 1ST Battalion, 9TH Marines, where he served as the Battalion Sergeant Major. In September of 2013, he deployed to Southern Afghanistan to support OPERATION ENDURING FREEDOM in Helmand, Afghanistan.

In October 2014, Sergeant Major was transferred to the 1st Marine Corps Recruiting District in Garden City, New York, where he served as the District Sergeant Major until his official retirement on 1 May 2018 upon his completion of 30 years of honorable and faithful service to our Nation and the United States Marine Corps.

Sergeant Major Howard’s personal decorations include the Legion of Merit Medal, Bronze Star Medal, Meritorious Service Medal, Navy and Marine Corps Commendation Medal with one gold star in lieu of second award, Navy and Marine Corps Achievement Medal, Marine Good Conduct Medal, and the Combat Action Ribbon with two gold stars in lieu of third award.
